The central Film Library located at the Town Hall provides a collection of over 1,300 videotapes and DVDs, which support the K-12 curriculum and professional development. Access to this collection is now available on-line as part of the statewide catalog known as reQuest. Circulation of videotapes and DVDs is limited to the staff of the West Hartford Public Schools. Searching and Requesting Films 

Use the default setting, Keyword Search, to search for videotapes or DVDs by title, subject or keyword.  

Click on Advanced Search to enter more than one keyword. You will then see a list of titles if there is more than one. Click on the title for more information. Scroll down to the bottom of the page to find the call number. The order number begins with either VT or DVD followed by two or three numbers. For example:

Use this number and the title of the video or DVD to order the film. This information is required to fill out the Film Library Request Form. Request film by sending an email to FilmLibrary@whps.org. Staff members who do not have email may print the form below and forward it to Saundra Spinelli—Film Library at the Town Hall through interoffice mail.

Copyright and Fair Use 

For Home Use Only: Use of videotapes or DVDs with this designation is limited to home use. Displaying or performing a work in a public place constitutes a public performance. Schools qualify as public places and therefore require public performance licenses for works such as videotapes or DVDs. An educational exemption (Section 110 of the U. S. Code) is allowed when all four of the following conditions are met:

1.         The performance must be presented by instructors or pupils;

2.         The performance must occur in the course of face-to-face teaching;

3.         The performances must take place in a classroom or similar place of instruction in a non-profit
             educational institution (including spaces such as the cafeteria, auditorium and library media
             center); and

4.         The performance must be of a legally acquired (or legally copied) copy of the work. 

Under the educational exemption, showing these videotapes or DVDs for entertainment purposes is not permissible. For example, showing a videotape labeled “For Home Use Only” during indoor recess.
